ChatGPT Ads in Singapore: How They Work, What They Cost and How to Launch (2026 Guide)
Last updated: 30 September 2026
ChatGPT Ads are now live in Singapore. On 23 September 2026, OpenAI began rolling out ads across Singapore, Malaysia, Indonesia, the Philippines, Thailand, Vietnam and Taiwan, and Singapore businesses can buy them through self-serve Ads Manager from day one.
Picture a customer asking ChatGPT to compare laptops under S$2,000. ChatGPT answers first. Below the answer, a small card appears from a brand that fits the question, clearly marked Sponsored. That card is a brand new ad slot, and right now very few Singapore brands are competing for it.
This guide covers how the auction works, what it costs, what you can and can't advertise, and how to launch your first campaign.
Key takeaways
- Live in Singapore since 23 September 2026, with self-serve access for Singapore-registered businesses.
- Ads show only to adult Free and Go users, below ChatGPT's answer, never inside it.
- There are no keywords. Delivery runs on conversation relevance, your context hints and a relevance-weighted second-price auction.
- You pay per 1,000 impressions or per click. Conversion campaigns still bill per click or impression, not per conversion.
- Outside the US, financial, health and legal services are generally prohibited. Check your category before you spend.
β
Are ChatGPT Ads available in Singapore?
Yes. OpenAI announced the Southeast Asia rollout on 23 September 2026, taking ChatGPT Ads to more than 60 countries. Singapore, Malaysia, Indonesia, the Philippines, Thailand, Vietnam and Taiwan are all listed as available for self-service.
There are three ways to buy:
- Self-serve Ads Manager at ads.openai.com, for eligible businesses.
- OpenAI's Ads Solutions team, typically for large advertisers.
- Agency and technology partners.
Two rules catch people out:
- Your billing entity must be registered in an available country. A Singapore Pte. Ltd. qualifies. A regional brand billed from a non-listed country may not.
- New accounts may start home-country only. Some new self-serve accounts can initially advertise only in their home market. If you plan to run Singapore and Malaysia together, confirm what your account allows before you build the plan.
Availability is still changing week to week. Check OpenAI's Help Center availability list before you commit budget.
β
What are ChatGPT Ads?
ChatGPT Ads are sponsored cards that appear below ChatGPT's response. Each ad carries your brand name and logo, a headline, a short description, an image and a landing page.
OpenAI makes three commitments to users:
- Ads are always labelled and kept separate from the answer.
- Advertisers cannot influence what ChatGPT says.
- Conversations stay private from advertisers, and user data is not sold.
For advertisers, that means you can't buy your way into the answer. You earn the slot underneath it by being relevant.
β
Who sees ChatGPT Ads?
Adult users on the Free and Go plans. Ads don't show to Plus, Pro, Business or Enterprise users, or to accounts identified as belonging to under-18s.
This shapes who you can reach. If your buyers are senior professionals on company-paid ChatGPT plans, a share of them won't see your ads. Consumer brands and SME-focused offers are the natural early fit.

Why ChatGPT Ads deserve a test budget
Scale. OpenAI describes ChatGPT as reaching more than 1 billion weekly active users, most of them on the free plan.
Intent. People come to ChatGPT mid-decision: comparing options, planning trips, shortlisting vendors. An ad that answers their next question is useful, not an interruption.
Proof of demand. OpenAI says tens of thousands of advertisers already run ChatGPT Ads, and the product passed US$1 billion in annualised revenue in under 200 days.
Early-mover pricing. Singapore opened in late September 2026. Auctions are thin and most competitors haven't tested yet. We watched the same pattern on Google, Meta and TikTok: the brands that learned early paid less, and costs rose as everyone else piled in.
β
How ChatGPT decides which ads to show
If you run Google Ads, forget keywords. Delivery comes down to relevance and bid.
1. Relevance
OpenAI's system reads the context and intent of the current conversation, then matches it against your ad's title, copy, landing page and context hints. With ads personalisation switched on, it can also use select signals from the user's wider ChatGPT activity.
Context hints are short, plain-language descriptions of the conversations where your product would help. You set them at ad group level. They are not exact-match keywords and don't guarantee delivery in any specific conversation.
2. Bid
ChatGPT Ads run on a relevance-weighted, second-price auction. A highly relevant ad can beat a higher bid, and the winner pays roughly what it takes to beat the next advertiser, not their full bid.
The practical upshot: relevance is a cost lever. Sharper hints, copy and landing pages lower what you pay per result.
β
How much do ChatGPT Ads cost?
You set your own budget. Each campaign has one objective, and the objective decides how you're billed.
β
Starting bid. For click campaigns, OpenAI suggests a maximum bid of US$3 to US$5 per click. Ads Manager may show bid-strength guidance once you're live.
Budget. Choose a daily budget or a campaign-total budget. Start with daily so you can watch delivery before committing more.
Currency. Billing currency is locked when you create the account. If you report in SGD, pick SGD on day one.
Benchmarks. OpenAI hasn't published CPC or conversion benchmarks for Singapore. Anyone quoting an "average ChatGPT CPC in Singapore" today is guessing, so budget for a learning phase. KPI Media will publish Singapore CPC and CTR benchmarks from live campaigns as the data builds.

ChatGPT Ads vs Google Ads
β
It isn't either/or. Google catches people searching for your category by name. ChatGPT catches them earlier, while they're still working out what to buy. Fund ChatGPT from a test budget, not by cutting a Google campaign that's working.
β
How to set up ChatGPT Ads: step by step
Step 1: Create your Ads Manager account
Go to ads.openai.com and sign in with an OpenAI account. One person creates the advertiser account, then invites colleagues.
Have these ready:
- Business details: legal business name, website, industry and logo.
- Permanent settings: country, billing currency and time zone. These can't be changed later, so match them to the entity being billed. For most readers that's Singapore, SGD and GMT+8.
- Verification: you'll answer questions through Persona, then the account goes into review. Current business documents, such as your ACRA business profile, help avoid delays.
- Billing: a billing profile (business name, address, invoice email) and a valid credit card. Campaigns won't deliver until billing is complete.
Step 2: Build your campaign
Every campaign has three levels:
- Campaign: objective, budget, dates and countries.
- Ad group: one theme or intent, with its context hints and maximum bid.
- Ad: the creative.
Before you launch:
- Write several distinct title and copy variations per offer, so the system can match you to more conversations.
- Check that your landing page doesn't block OpenAI's crawlers (OAI-AdsBot and OAI-SearchBot) in robots.txt or your CDN or firewall.
- Add UTM parameters to every destination URL so traffic shows up cleanly in GA4.
- Install the OpenAI Pixel or Conversions API if you plan to run Conversions campaigns.
Step 3: Launch and monitor
Set the campaign to Active, then confirm your ads are approved and delivering. If an ad shows "Not serving", check for a policy rejection, account review, business verification or billing issue. Most can be fixed and resubmitted.

The card is small, so keep copy short, specific and benefit-led. Use a product or lifestyle image as the main visual, not your logo.

How to write context hints that win (with Singapore examples)
Context hints are where most of the performance sits, and where most advertisers will go wrong by pasting in their Google keyword list. Describe the situation, not the product.
β
Three rules we follow:
- One intent per ad group. Don't mix staycations and business travel in the same group.
- Source hints from real customers. Sales calls, WhatsApp enquiries and reviews tell you how people actually describe the problem.
- Match the landing page to the hint. If the hint is about PSLE maths, don't send the click to your homepage
β
The metrics that matter
β
Impressions, clicks and CTR refresh roughly every 15 minutes. Clicks don't pay the bills, though. Tie conversions back to revenue or lead quality in your CRM before you scale.
β
What can you advertise on ChatGPT in Singapore?

β
The rules are stricter outside the US, and this is where many Singapore businesses will get stopped. Based on OpenAI's Ad Policies:
β
Where ads won't appear. Ads stay away from harmful or sensitive conversations, including child safety, violence, hate, misinformation, politics, self-harm, weapons, and mental or personal health discussions.
What ads must do. Be truthful, never imitate the ChatGPT interface, and land on a page that matches the offer.
OpenAI has revised these policies several times since March 2026. Check the current version before you build creative.
β
Self-serve or agency: who should run your ChatGPT Ads?
Self-serve is open, so you can run ChatGPT Ads yourself. Whether you should depends on your budget and what's riding on the result.
Run it yourself if you have a small test budget, one product, and someone in-house who already manages Google or Meta and has time to learn a new platform.
Bring in an agency if:
- ChatGPT is joining a mix with Google, Meta or TikTok, and you need one view of blended cost per acquisition.
- You need conversion tracking (Pixel or Conversions API) set up properly from day one.
- You're in a borderline category and want a policy check before you spend on creative.
- You want someone accountable for results, not just the setup.
That last point is where KPI Media is different. We run performance campaigns across Southeast Asia for brands including Hilton, Deloitte, Canon and Starbucks, and we put our fees on the line: miss the KPI we agree in writing, and we refund 50% of the retainer.
